REGULAR MEETING MINUTES
350 Lakeshore Road April 10, 2017 7:00 pm
A regularly scheduled meeting of the City Council for the City of Grosse Pointe Farms was called to order at 7:00 p.m. on Monday, April 10, 2017, by Mayor James Farquhar, at 90 Kerby Road, Grosse Pointe Farms, Michigan.
Present: Mayor James Farquhar, Councilmembers John J. Gillooly, Therese Joseph, Louis Theros, Joe Ricci, Peter Waldmeir, and Mayor Pro Tem Lev Wood.
Absent: Councilmember Peter Waldmeir
Also Present: Messrs; Shane L. Reeside, City Manager; Derrick Kozicki, City Clerk/Assistant City Manager; John Lamerator, Controller/Treasurer; Director of Public Safety; John Hutchins, Deputy Director of Public Safety; Terry Brennan, Public Services Director; Chris Cornwall, City Attorney; and William Burgess, City Attorney.
Mayor Farquhar led the Pledge of Allegiance.
Farquhar made a motion to excuse Councilman Peter Waldmeir. Motion carried unanimously.
Council considered approval of the Minutes of the Regular Meeting held March 13, 2017.
Farquhar moved to approve the Minutes of the Regular Meeting held March 13, 2017. Motion carried unanimously.
Council considered a request from the City manager to confirm the appointment of Chris Galatis as City Parks and Recreation Director.
Reeside introduced Chris Galatis and explained the hiring process that was undertaken.
Joseph motioned, Theros seconded to confirm Chris Galatis as City Parks and Recreation Director. Motion carried unanimously.
Council considered a request from Liquid Events Detroit to hold “Dabble in the Farms” on June 17, 2017.
Jason Dritzan, owner of Liquid Events Detroit, gave a brief presentation to Council regarding the “Dabble in the Farms”.
Council inquired which non-profit would be partnering with Liquid Events for this event to obtain the liquor license. The applicant responded that Camp Casey was the non-profit being used for this year’s event.
Theros motioned, Gillooly seconded to approve Liquid Events request to hold “Dabble in the Farms” on June 17, 2017 subject to the provision of a hold harmless agreement, proof of insurance and approval from the Public Safety Director. Motion carried unanimously.
Council considered an appeal regarding the denial of a fence permit at 285 Vincennes Place.
Tom Archibald of TMC Construction, agent for the property owners, gave a brief presentation regarding the fence approval.
Council discussed proposed fence and asked Mr. Archibald if the property owners would be willing to revise their plan to focus on fencing the backyard only.
Mr. Archibald stated that he would discuss Council’s concerns with the property owner and potentially bring back a revised plan at the May 8, 2017 Council Meeting.
Farquhar asked for public comment regarding the proposed fence at 8:25pm.
Mr. Todd Wazny of 254 Kerby Road stated that he was against the fence as proposed.
Farquhar closed public comment at 8:27pm.
Theros motioned, Gillooly seconded to table the appeal until the May 8, 2017 Council Meeting based on the request of the applicant. Motion carried unanimously.
Council considered the following five items on the Consent Agenda.
a. Consideration of request to schedule Public Hearing for proposed Fiscal Year Ending 2018 Budget.
b. Consideration of request from the Finance Director to approve the establishment of investment accounts.
c. Consideration of a request from the Finance Director to approve March 2017 invoices.
d. Consideration of a request from the Parks and Recreation Director to approve an emergency repair to the Pier Park Pool Surge Tank Floor.
e. Consideration of a request from the Public Service Director to approve the purchase of a vehicle.
Theros motioned, Joseph seconded to approve the consent agenda. Motion carried unanimously.
Council received the Public Safety Report for March 2017 and it was ordered placed on file.
Council considered a request from the City Attorney to enter closed session to discuss pending litigation.
Gillooly motioned, Theros seconded to enter into closed session to discuss pending litigation with the intention to not go back into open session. Motion carried unanimously.
Mayor Farquhar adjourned the meeting at 8:40 p.m.
