A regularly scheduled meeting of the City Council for the City of Grosse Pointe Farms was called to order at 7:05 p.m. on Monday, July 11, 2016, by Mayor James Farquhar, at 90 Kerby Road, Grosse Pointe Farms, Michigan.
 
Present:  Mayor James Farquhar, Councilmembers Therese Joseph, Louis Theros, Joe Ricci, Peter Waldmeir, Martin West and Mayor Pro Tem Lev Wood.
 
Absent:  None
 
Also Present: Messrs; Shane L. Reeside, City Manager; Derrick Kozicki, City Clerk/Assistant City Manager; John Lamerato, City Controller/Treasurer; Dan Jensen, Director of Public Safety; John Hutchins, Deputy Director of Public Safety; John Jackson, City Planner; and William Burgess, City Attorney.
 
Mayor Farquhar led the Pledge of Allegiance.
 
Council considered approval of the Minutes of the Regular Meeting held June 6, 2016.
 
Farquhar moved to approve the Minutes of the Regular Meeting held June 6, 2016. Motion carried unanimously.
 
Council considered a request to adjourn the following Public Hearings scheduled for July 11, 2016 to August 15, 2016.
 
  1. Public hearing to hear the appeal for a rezoning of the property at 360 Moselle Place (also known as the Tennis House) from a CR-Community Recreation to the RM-Multiply Family District.
  2. Public hearing to hear the appeal of the developer for an exception to the minimum two (2) acre requirement of the PUD Ordinance Section.
  3. Public hearing to hear the appeal for the use of the PUD planned Unit Development Ordinance for the purpose of design and development of the property at 360 Moselle Place.
 
Waldmeir moved, Theros seconded to adjourn the three aforementioned Public Hearings scheduled for July 11, 2016 to August 15, 2016. Motion carried unanimously.
 
Council considered an appeal regarding the denial of a fence permit for 134 Merriweather Road.
 
Council heard a brief presentation from the property owners, Daniel and Laura Faussie, regarding their appeal.
 
Waldmeir motioned, Theros seconded that the Council grant the request contingent on the following requirements: 1) fence construction and opacity is similar to the sample shadowbox displayed at the meeting; 2) the height of the fence must be less than the hedge in front of it indefinitely; 3) the health of the adjacent hedge must be maintained indefinitely; and 4) that the conditions set forth in this motion be included in the terms of sale of the property at a future date. YES: Ricci, Theros, and Waldmeir. NO: Farquhar, Joseph, West and Wood. ABSENT: None. Motion not carried.
 
Consideration of an appeal regarding the denial of a fence permit and building permit for a tennis court located at 60 Lake Shore Road.
 
Theros motioned, Waldmeir seconded to adjourn the appeal regarding the denial of a fence permit and building permit for a tennis court located at 60 Lake Shore Road until the August 15, 2016 Council meeting. Motion carried unanimously.
 
Council considered Fiscal Year Ending 2016 Budget Amendments.
 
Theros motioned, Wood seconded to approve the Fiscal Year Ending 2016 Budget Amendments. Motion carried unanimously.
 
Council considered the following four items on the Consent Agenda.
 
    1. Consideration of a request from the Grosse Pointe North Class of 1972 to reserve the Pier Park Community Great Room for a Saturday in either September or October of 2017.
    2. Consideration of a request from Administration to approve an invoice for the refurbishment of five City Entry Signs.
    3. Consideration of a request from the City Controller/Treasurer to approve June 2016 invoices.
    4. Consideration of a request from Public Safety Director Jensen to approve the purchase of three vehicles and the disposal (trade-in) of three vehicles.
 
Joseph motioned, Theros seconded to approve the consent agenda. Motion carried unanimously.
 
Council received the Public Safety Report for June 2016 and it was ordered placed on file.
 
Farquhar motioned, Waldmeir seconded to go into Closed Session without the intention of returning to Open Session. Motion carried unanimously.
 
Mayor Farquhar adjourned the meeting at 7:50 p.m.
