A regularly scheduled meeting of the City Council for the City of Grosse Pointe Farms was called to order at 7:05 p.m. on Wednesday, November 15, 2017, by Former Mayor James C. Farquhar, at 90 Kerby Road, Grosse Pointe Farms, Michigan.
 
Present:  Mayor Louis Theros, Mayor Pro Tem James C. Farquhar, Councilmembers John J. Gillooly, Therese Joseph, Joe Ricci, Peter Waldmeir, and Lev Wood.
 
Absent:  None
 
Also Present: Messrs; Shane Reeside, City Manager; Derrick Kozicki, City Clerk/Assistant City Manager; Dan Jensen, Director of Public Safety; John Hutchins, Deputy Director of Public Safety; William T. Burgess, City Attorney; and Mlle. Deborah Peck, City Controller/Treasurer.
 
Former Mayor Farquhar led the Pledge of Allegiance.
 
Council received a report from the Wayne County Board of Canvassers regarding the November 7, 2017 General Election results.
 
Waldmeir moved, Wood seconded to accept the report from the Wayne County Board of Canvassers regarding the November 7, 2017 General Election results. Motion passed.
 
City Clerk Kozicki gave the Oath of Office to Councilmembers James C. Farquhar, John J. Gillooly and Peter W. Waldmeir.
 
City Clerk Kozicki gave the Oath of Office to Mayor Louis Theros.
 
Mayor Theros and Council presented Former Mayor James C. Farquhar with an honorary resolution for his years of service as Mayor.
 
Council held an election for Mayor Pro Tem.
 
Mayor Theros requested nominations for Mayor Pro Tem.
 
Waldmeir nominated James C. Farquhar to serve as Mayor Pro Tem for a term ending November 2019.
 
Mayor Theros closed nominations for Mayor Pro Tem.
 
Mayor Theros announced that James C. Farquhar has been nominated to serve as Mayor Pro Tem for a term ending November 2019 and requested a voice vote. Motion carried unanimously.
Council considered the Minutes of the Regular Meeting held on October 9, 2017.
 
Mayor Theros moved to approve the Minutes of the Regular Meeting held on October 9, 2017. Motion carried.
 
Council temporarily adjourned its Regular Session and reconvened as a Zoning Board of Appeals (ZBA).
 
The Zoning Board of Appeals concluded its business and reconvened as City Council.
 
Council held a public hearing regarding an amendment to the Sign Ordinance.
 
City Attorney Burgess gave a brief presentation regarding the amendment to the Sign Ordinance.
 
Mayor Theros opened the public hearing at 7:25 p.m. and requested public comment.
 
Christina Angello, 373 Kerby Road spoke in favor of the amendment.
 
Mayor Theros closed the public hearing at 7:30 p.m.
 
Waldmeir moved, Gillooly seconded to table consideration of the amendment to the Sign Ordinance until the December 4, 2017 City Council Meeting.
 
Council considered a resolution authorizing the issuance and sale of General Obligation Unlimited Tax Bonds, Series 2017.
 
Terrence Donnelly, Attorney with Dickinson Wright, gave a brief presentation to Council regarding the issuance and sale of the General Obligation Unlimited Tax Bonds.
 
Mayor Theros opened public comment at 7:35 p.m.
 
Andy Dervan, 306 Fisher Road addressed Council.
 
Mayor Theros closed public comment at 7:40 p.m.
 
Waldmeir moved, Wood seconded to approve the resolution as presented authorizing the issuance and sale of General Obligation Unlimited Tax Bonds, Series 2017. Motion passed unanimously.
 
Council considered the following five items on the Consent Agenda.
 
a.         Consideration of a request from Administration to set a public hearing for December 4, 2017 regarding the vacation of a public easement at 306 Provencal Road.
b.         Consideration of a request from Administration to set a public hearing for December 4, 2017 regarding an ordinance regulating the possession of replica or facsimile firearms.
c.         Consideration of a request from the Finance Director to approve October 2017 invoices.
d.         Consideration of a request from Beautification Advisory Chair, Lev Wood to appoint Karen Smiley, 87 Cloverly Road to the Beautification Advisory Commission for a term ending November 2020.
e.         Consideration of a request from Administration to approve a Wayne County Storm Water Management Permit Application for 360 Moselle Place.
 
Wood moved, Waldmeir seconded to approve the aforementioned five items on the Consent Agenda. Motion passed.
 
Council received quarterly financial report for three months ended September 30, 2017.
 
Council received the October 2017 Public Safety Report.
 
Mayor Theros informed Council that he would be reviewing committee assignments for 2018.
 
City Manager Reeside reminded everyone that the Grosse Pointe Chamber of Commerce was holding the annual Santa Claus Parade on Friday, November 24, 2017.
 
Mayor Theros adjourned the meeting at 7:50 p.m.
