REGULAR MEETING MINUTES

7:00 p.m.
 
A regularly scheduled meeting of the City Council for the City of Grosse Pointe Farms was called to order at 7:05 p.m. on Monday, December 4, 2017, by Mayor Louis Theros, at 90 Kerby Road, Grosse Pointe Farms, Michigan.
 
Present:  Mayor Louis Theros, Mayor Pro Tem James C. Farquhar, Councilmembers John J. Gillooly, Therese Joseph, Joe Ricci, Peter Waldmeir, and Lev Wood.
 
Absent:  None
 
Also Present: Messrs.; Shane Reeside, City Manager; Derrick Kozicki, City Clerk/Assistant City Manager; Dan Jensen, Director of Public Safety; William T. Burgess, City Attorney; and Mlle. Deborah Peck, City Controller/Treasurer.
 
Mayor Theros led the Pledge of Allegiance.
 
Council considered the Minutes of the Regular Meeting held on November 15, 2017.

Mayor Theros moved to approve the Minutes of the Regular Meeting held on November 15, 2017. Motion carried.
 
Council heard a presentation from Jessica Keyser, Director and Elizabeth Vogel, Board of Trustees President of the Grosse Pointe Public Library.
  
Council considered an amendment to the sign ordinance. 

City Attorney Burgess gave a brief presentation of the proposed amendment to the sign ordinance.
 
Waldmeir moved, Wood seconded to adopt the Ordinance No. 391 to Amend Ordinance No. 193, Entitled “an Ordinance to Regulate Signs." Motion carried.
 
Council considered a request from GP Petro Inc. for a variance to the sign ordinance at 19100 Mack Avenue.
 
Council heard a brief presentation regarding the request for a variance from Scott Barbat on behalf of “GP Petro.”
 
Waldmeir asked if the applicant’s proposal was to just light up the Shell (company) logo.
 
Applicant stated that he is requesting that the logo and the band be lit.
Theros asked the applicant if anything in the original proposal showed that the banding around the canopy would be lit.
 
Scott Barbat stated that he did not know.
 
Reeside stated that the original proposal did not show that the banding would be lit.
 
Waldmeir, referring to the previous signage on the canopy, asked if the B.P. logo and banding was lit.
 
Reeside stated that the B.P. logo and banding was not lit.
 
Wood asked the applicant if they would compromise and settle for only having the Shell logo lit.
 
The applicant stated that if the Council was in support of that idea that he would agree to it.
 
Gillooly stated that he would support the applicant’s proposal to illuminate the band and the logo on the canopy.
 
Theros stated that the lighting of the internal illumination of the Shell logo would require a variance.
 
Theros stated he was concerned that the granting of this variance will cause light pollution.
 
Mayor Theros opened the public hearing at 7:47 p.m.
 
Andy Dervan, 306 Fisher Road, stated he was not in favor of Council granting the variance.
 
Wood motioned, Joseph seconded to approve the variance to the sign ordinance to allow the Shell logo only at the Shell Gas Station located at 19100 Mack Avenue to be internally lit. The motion does not include the banding on the canopy to be illuminated. YES: Farquhar Joseph, Ricci, Theros, Waldmeir, Wood. NO: Gillooly. ABSENT: None. Motion Carried.
 
Council considered the City Council Regular Meeting Schedule for 2018.
 
Wood stated that he would request that the January and June 2018 dates be changed.
 
Council discussed the schedule and decided to reschedule the June 2018 meeting to June 18, 2018.
 
Waldmeir motioned, Gillooly seconded to approve the City Council Regular Meeting Schedule for 2018 as amended. Motion carried.
 
Council considered the following item on the Consent Agenda.
 
a)      Consideration of a request from the Finance Director to approve November 2017 invoices.
 
Joseph motioned, Ricci seconded to approve the aforementioned item on the consent agenda. Motion carried.
 
Mayor Theros adjourned the meeting at 7:57 p.m.
