REGULAR MEETING MINUTES
90 Kerby Road
August 14, 2018
7:00 p.m.


A regularly scheduled meeting of the City Council for the City of Grosse Pointe Farms was called to order at 7:00 p.m. on Tuesday, August 14, 2018, by Mayor Louis Theros, at 90 Kerby Road, Grosse Pointe Farms, Michigan.
Present: Mayor Louis Theros, Mayor Pro Tem James C. Farquhar, Councilmembers Sierra Leone Donaven, John J. Gillooly, Joe Ricci, Peter Waldmeir and Lev Wood.
Absent: None.
Also Present: Messrs.; Shane Reeside, City Manager; Derrick Kozicki, City Clerk/Assistant City Manager; Hutchins, Deputy Director of Public Safety and William T. Burgess, City Attorney.
Mayor Theros led the Pledge of Allegiance.
City Clerk Kozicki administered the Oath of Office to Councilmember Sierra Leone Donaven.
Council considered the Minutes of the Regular City Council Meeting held on July 9, 2018, the Special City Council Meeting held July 12, 2018 and the Council Work Session held on July 30, 2018.
Mayor Theros motioned to approve the Minutes of the Regular City Council Meeting held on July 9, 2018, the Special City Council Meeting held July 12, 2018 and the Council Work Session held on July 30, 2018.
Motion carried.
Council heard a presentation by Public Safety Director Jensen regarding the promotion of Antonino Trupiano to Detective Lieutenant and Thomas Shimko to Sergeant.
Mayor Theros stated that the Zoning Board of Appeals would not be convening due to the applicant for 481 Kercheval Avenue formally withdrawing their request for a lot split.
Council considered a request for review and approval regarding a proposed site plan for 240 Chalfonte Avenue (Grosse Pointe Congressional Church).
The following documents were provided to Council: 1) Memorandum from Public Service Director, Terry Brennan entitled, “Site Plan Review, Grosse Pointe Congressional Church, 240 Chalfonte” dated July 18, 2018; 2) Letter from City Planning Consultant McKenna & Associates entitled, “Building addition to existing structure-Plans dated July 6, 2018”; and 3) Site plan entitled, “Additions and Modifications to: 240 Chalfonte Avenue” from SBW/Architects, LLC dated July 6, 2018.
Council heard a presentation from Donn E. Bohde, architect for Grosse Pointe Congressional Church.
Waldmeir asked the applicant to address the issue of the number of parking spaces at the property being deficient.
The applicant stated that the Church was designed to seat 304 parishioners but now seats 373. The Zoning Ordinance requires 124 parking spaces for this amount of parishioners. However, the proposed site plan only provides for 74 parking spaces.
Public Services Director, Terry Brennan stated that the City’s Planning Consultant reviewed the parking and stated that 74 parking spaces would be appropriate based on a national standard referenced in their letter that only applies to religious institutions. He added that the Zoning Ordinance states Council can grant exceptions to the parking standards and the Planning Consultant recommends that it their letter.
Waldmeir asked the applicant if he had any objections to implementing the recommendations outlined on page four of McKenna & Associates letter.
The applicant stated they had no objections to the Planning Consultant’s recommendations.
Wood asked if the applicant would comply with the recommendation on page three of the letter that a masonry wall be added to the dumpster enclosure.
The applicant stated that they would consider the recommendation.
Wood asked the applicant if they have considered storm water management as part of the project.
The applicant stated they would work with Administration to determine the storm water management of the property could be enhanced as part of the project.
Theros asked the applicant to consider planting trees along the Brownell Middle School property line.
Theros opened the Public Hearing.
No public comment was received from the audience or in writing.
Theros closed the Public Hearing.
Waldmeir motioned, Donaven seconded that City Council approve the Site Plan for 240 Chalfonte Avenue in accordance with Section 1511, Subsection 1(c) and 1(d) of the Zoning Ordinance; approve an addition that alters the appearance of the structure located in the CS-Community Service District in accordance with Section 1511.1(d) of the Zoning Ordinance; Grant an exception to the on-site parking requirements (shortfall of fifty-one spaces as calculated by Section 1404.9 (c) of Section 1504, Subsection 4 of the Zoning Ordinance which requires parking on the same parcel or lot as the building being served. Additionally, the applicant will meet all of the requirements outlined on page four of the McKenna & Associates letter, consider adding trees to the property line at Brownell Middle School, consider adding a masonry wall to the dumpster enclosure, and consult with Administration to determine if it is possible to enhance storm water management on the property as part of this project. YES: Theros, Farquhar, Donaven, Gillooly, Ricci, Waldmeir and Wood; NO: None; ABSENT: None. Motion Carried.
Waldmeir motioned, Gillooly seconded to adjourn the Zoning Board of Appeals and reconvene as City Council. Motion carried.
Council considered the following five items on the Consent Agenda.
a. Consideration of a request from Administration to purchase a Toro workman HDX.
b. Consideration of a request from Administration to a FuelMaster Plus Fuel System.
c. Consideration of a request from Public Safety Director Jensen to purchase two vehicles.
d. Consideration of approval of legal bills.
e. Consideration of a request from the City Controller/Treasurer to approve July 2018 invoices.
Waldmeir motioned, Farquhar seconded to approve the Consent Agenda. Motion carried.
Council received the July 2018 Public Safety Report.
Council heard public comment.
Mayor Theros adjourned the meeting at 7:50 p.m.
