CITY COUNCIL
REGULAR MEETING MINUTES

A regularly scheduled meeting of the City Council for the City of Grosse Pointe Farms was called to order at 7:00 p.m. on Monday, September 10, 2018, by Mayor Louis Theros, at 90 Kerby Road, Grosse Pointe Farms, Michigan.
Present: Mayor Louis Theros, Mayor Pro Tem James C. Farquhar, Councilmembers Sierra Leone Donaven, John J. Gillooly, Joe Ricci, Peter Waldmeir and Lev Wood.
Absent: None.
Also Present: Messrs.; Shane Reeside, City Manager; Derrick Kozicki, City Clerk/Assistant City Manager; Dan Jensen, Director of Public Safety; John Hutchins, Deputy Director of Public Safety, William T. Burgess, City Attorney and Mlle. Debra Peck, City Controller/Treasurer.
Mayor Theros led the Pledge of Allegiance.
Council considered the Minutes of the Regular City Council Meeting held on September 10, 2018.
Mayor Theros motioned to approve the Minutes of the Regular City Council Meeting held on September 10, 2018. Motion carried.
Council heard a presentation from Jessica Keyser, Director of the Grosse Pointe Public Library regarding the Grosse Pointe Public Library’s Millage Renewal Committee.
Council considered a request from AT&T for review and approval regarding a proposed site plan for their equipment located on the City’s cellular tower at 90 Kerby Road.
The following documents were provided to Council: 1) Memorandum from Public Service Director, Terry Brennan entitled, “Site Plan Review, AT&T Cell Tower Equipment” dated August 17, 2018; and 2) Presentation from Black & Veatch Corporation entitled, “Proposed Modification of Wireless Communications Facility” dated June 1, 2018.
Jake Stricker, Sr. Site Acquisition Associate for Black & Veatch presented on behalf of AT&T regarding a proposed site plan for their equipment located on the City’s cellular tower at 90 Kerby Road.
Mayor Theros asked why the proposed changes required site plan approval.
City Manager Reeside stated that site plan approval was needed due to the change in appearance of the cell tower.
Mayor Theros opened the Public Hearing at 7:12 p.m.
No written comment was submitted to the City Clerk prior to the Public Hearing.
Paul Wilkins, 330 Kercheval spoke against the proposed modifications.
Mayor Theros closed the Public Hearing at 7:15 p.m.
Gillooly inquired which carriers were currently on the cell tower located at 90 Kerby Road.
City Manager Reeside stated that AT&T and Verizon were the two carriers located on the cell tower.
Wood motioned, Gillooly seconded to approve the proposed Site Plan in accordance with Section 1511, Subsection 1c and 1d of the Zoning Ordinance, and to approve an addition that alters the appearance of the structure located in the Community Service District in accordance with Section 1511.1d of the Zoning Ordinance. This motion to approve relies on the documents provided to the City Council, in particular: 1) Terry Brennan’s memo to Derrick Kozicki dated August 17, 2018; 2) The Electromagnetic Energy Measurement and Site Compliance Report done by the Telnet Company dated July 25, 2018; 3) Mechanical drawings provided by a company called Site Pro dated November 1, 2017; 4) A photographic simulation graphical report by Black and Veatch dated June 1, 2018; 5) Site plan set submitted by Black and Veatch dated February 13, 2018. YES: Theros, Farquhar, Donaven, Gillooly, Ricci, Waldmeir and Wood; NO: None; ABSENT: None. Motion Carried.
Council considered the following three items on the Consent Agenda.
a. Consideration of a request from Administration to purchase a HVAC unit for City Hall.
b. Consideration of a request from Administration to sell surplus property (garbage truck).
c. Consideration of a request from the Finance Director to approve August 2018 invoices.

Waldmeir motioned, Ricci seconded to approve the Consent Agenda. Motion carried.
Council received the September 2018 Public Safety Report.
Council heard public comment.
Mayor Theros adjourned the meeting at 7:25 p.m.
