CITY OF GROSSE POINTE FARMS CITY COUNCIL
REGULAR MEETING MINUTES
MAY 11, 2020 at 7:00 P.M.

A regularly scheduled meeting of the City Council for the City of Grosse Pointe Farms was held virtually and called to order at 7:00 p.m. on Monday, May 11, 2020, by Mayor Louis Theros.
Present: Mayor Louis Theros, Mayor Pro Tem Joe Ricci, Councilmembers John J. Gillooly, James C. Farquhar, Beth Konrad-Wilberding, Neil Sroka and Lev Wood.
Absent: None.
Also Present: Shane Reeside, City Manager, Derrick Kozicki, Assistant City Manager & City Clerk ; Debra Peck-Lichtenberg, City Controller & Treasurer; Daniel Jensen, Director of Public Safety; John Hutchins, Deputy Director of Public Safety; Matthew Baka, Director of Public Service; and William T. Burgess, City Attorney.
Mayor Theros led the Pledge of Allegiance.
Council considered the Minutes of the Regular City Council Meeting held on April 13, 2020.
Mayor Theros motioned to approve the Minutes of the Regular City Council Meeting held on April 13, 2020. Motion carried.
Council held a Public Hearing regarding the Proposed Tax Millage Rates and Budget for Fiscal Year Ending 2021.
Budget and Audit Committee Chair Wood and City Controller/Treasurer Peck-Lichtenberg gave a presentation to Council regarding the Proposed Tax Millage Rates and Budget for Fiscal Year Ending 2021.
Mayor Theros opened the Public Hearing at 8:07 p.m.
Andy Dervan, 306 Fisher commented on the proposed budget.
Mayor Theros closed the Public Hearing at 8:08 p.m.
Wood motioned, Farquhar seconded to approve the Proposed Tax Millage Rates and Budget for Fiscal Year Ending 2021. ROLL CALL VOTE: YES: Theros, Farquhar, Gillooly, Konrad-Wilberding, Ricci, Sroka and Wood. NO: None. ABSENT: None. Motion carried.
Council considered a request to approve Water and Sewer Rates for Fiscal Year Ending 2021.
Budget and Audit Committee Chair Wood and City Controller/Treasurer Peck-Lichtenberg gave a presentation to Council regarding the Proposed Water and Sewer Rates for Fiscal Year Ending 2021.
Mayor Theros opened the Public Hearing at 8:17 p.m.
Andy Dervan, 306 Fisher asked for clarification regarding the definition of the term “extraordinary maintenance” and the question was answered.

Mayor Theros closed the Public Hearing at 8:19 p.m.
Wood motioned, Farquhar seconded to approve the Proposed Water and Sewer Rates for Fiscal Year Ending 2021. ROLL CALL VOTE: YES: Theros, Farquhar, Gillooly, Konrad-Wilberding, Ricci, Sroka and Wood. NO: None. ABSENT: None. Motion carried.
Council considered a request to approve a Recycling Contract Extension and Recycling Rates for Fiscal Year Ending 2021.
Budget and Audit Committee Chair Wood and City Controller/Treasurer Peck-Lichtenberg gave a presentation to Council regarding the Recycling Contract Extension and Recycling Rates for Fiscal Year Ending 2021.
Wood motioned, Ricci seconded to approve the Proposed Recycling Contract Extension and Recycling Rates for Fiscal Year Ending 2021. ROLL CALL VOTE: YES: Theros, Farquhar, Gillooly, Konrad-Wilberding, Ricci, Sroka and Wood. NO: None. ABSENT: None. Motion carried.
Council considered the Consent Agenda.
a) Council considered the following items on the Consent Agenda.
b) Consideration of a Resolution approving the Plan Year 2020 CDBG Application.
c) Consideration of an updated Title VI Plan for the City of Grosse Pointe Farms.
d) Consideration of a request from the Grosse Pointe Rotary Sunrise Club to approve the “41st Grosse Pointe Run” on Saturday, September 19, 2020.
e) Approval of payment for legal services.
f) Consideration of a request from the Finance Director to approve April 2020 invoices.
Farquhar motioned, Gillooly seconded to approve the Consent Agenda. ROLL CALL VOTE: YES: Theros, Farquhar, Gillooly, Konrad-Wilberding, Ricci, Sroka and Wood. NO: None. ABSENT: None. Motion carried.
Council received the City’s Quarterly Financial Report for the nine months ended March 31, 2020.
Council received the April 2020 Public Safety Report.
Council and Administration discussed other business.
City Manager Reeside thanked the Budget and Audit Committee for their work.
City Manager Reeside informed Council of the actions Administration was taking to enhance the online services offered to residents, businesses and employees during the COVID-19 Pandemic.
City Manager Reeside informed Council on the status of the Lake Shore Road Seawall repairs to be completed by Wayne County.
During public comment Andy Dervan of 306 Fisher Road thanked the City for their efforts during the COVID-19 Pandemic.
Mayor Theros adjourned the regular meeting at 9:00 p.m.
